It is quite easy to budget an anime series IF we present it as a simple diagram.

In case you define the price of an anime DVD as ¥4,800 and you forecast this anime DVD will sell 10,000 copies. Then the budget will be

¥4,800 x 10,000 copies= ¥48,000,000

Simple math, isn't it? All salaries, PR and related expenses are included in that total. But there are also many unknown variables in the diagram. The producer's sales experiences, the screenwriter's and director's name recognition, character designs and how popular the voice actors are can easily change the parameters. Lets say for example you are a very popular director and all movies you made did win some awards and broke sales records. Then sponsors are willing to give you a higher budget to hire famous actors/actresses to dub your anime, famous musician to make the soundtrack, PR on TV and so on in return. But most important of all for a director is a bigger budget to add more cuts. If you are a new director with no sales record and solid accomplishments, the budget you can get is way lower than usual. But nothing is really certain in the anime world since an independent animator can become a new star in the main stream, it all depends on how the ideas can attract audiences. That's why doing a budget is not that easy in the end.
